077A Farmhouse Foods Novice H'cap H'dle

The Raceday Stewards enquired into the running and riding of Arslan (FR), ridden by Anna McGuinness, and trained by W.P. Mullins. Evidence was heard from the rider and the trainer's Authorised Representative. Anna McGuinness, stated that her instructions were to drop in, get her mount to settle and try to finish well. She said her mount jumped poorly in the early stages and made jumping mistakes. On questioning as to when she put her mount into the race, she stated that she tried to creep into the race between four and three furlongs out but was not travelling well at the time. She concluded by stating that her mount stayed on in the home straight past tired horses. David Casey, Authorised Representative for W.P. Mullins, confirmed the instructions given and expressed his satisfaction with the ride. He explained the history of his charge and said that the decision to drop in today compared to making the running on its previous run was down to the ground and a better class of race. The IHRB Veterinary officer examined Arslan at the request of the Raceday Stewards and reported the animal to be post race normal. Samples were taken for analysis. Having viewed the recording of the race and considered the evidence, the Raceday Stewards noted the explanations offered in relation to Rule 212. They were, however, satisfied that Anna McGuiness was in breach of Rule 213 (failing to make a report) and in considering her clean record in this regard, they suspended her for one raceday.

Evidence was also heard from the Clerk of the Course, who confirmed that D E Mullins mounted before the signal to mount was given. Having considered the matter, the Raceday Stewards were satisfied that D E Mullins was in breach of Regulation 16 and having considered his clean record in this regard, they fined him €100 on this occasion.
